Carlton Lewis was brought on board at C & C Development in February 2019, to create and execute our public sector strategy, develop marketing and staffing plans and projections, and oversee C & C Development’s entry into the public sector via a strategic mentor/protégé partnership with Tucci & Sons, Inc. and an IDIQ contract with the Forest Service/US Department of Agriculture.
He started his career in Washington, DC, founding and building SRA Technologies, Inc., a federally certified 8(a) company, from 1976 to 1989, building it into a fully competitive government consulting firm. He founded DevCorp Consulting Corporation in Washington, DC in 1992, directing programs providing more than $300 million in surety bond programs and over $40 million in working capital loans with no losses, while also establishing strategic alliances with Marsh USA, Inc. and Aon Risk Services.
He relocated to Washington state in 2010 and served as the Chief Administration Officer for Farrow Construction Specialties, Sierra Enterprises Inc., and started the DevCorp Contract Financing Facility, LLC, a management consulting entity providing business analysis, corporate planning and restructuring, banking and surety bonding support, marketing support, and sheltered market access assistance services to companies looking to enter the public sector.
Denny Belascio has a degree in Business Administration from the University of Alaska and created and operated Yelm Property Development, LLC starting in the year 2000. YPDLLC completed land transactions and functioned as the lead contractor, managing engineering, financing and titles for more than 300 single family residences.
In 2018, he oversaw the redirection of the company, hiring personnel and managing certifications and joint venture agreements to position YPDLLC for success in the public sector.
He has been an entrepreneur and business owner since 1982 and has worked in marketing since 1975, following a stint as a television news anchor in Anchorage, Alaska from 1970 to 1975.
He served in the United States Army from May 1966 to May 1968.
Director of Operations
Kevin Randich is an accomplished operations specialist with over 20 years experience in the heavy construction industry in both the public and private sectors. His portfolio at C & C Development is broad and involves business development, field operations supervision and execution, strategic and logistics planning, and responsibility for everything from successful day to day project execution to the longer term growth and success of C & C Development.
His experience includes over 20 years of focusing on exactly that: professional project execution and company growth. He has driven the success of every company he has created or worked for, and without fail, throughout his career, these companies are better for his having been there.
He has been a critical element of the overall success of many civil construction companies, all of which have been highly professional and successful operations in both the public and private sectors. Kevin brings an unparalleled work ethic and dedication to everything he does, and C & C Development and our public sector clients benefit from his expertise, talent, and energy.
Director of Safety
Dale Ebi has worked in the construction industry since 1977, starting as an “oiler” doing field repairs and maintenance on heavy equipment, then moving on to driving and working in-shop as a mechanic.
After managing job sites and fleets, he became a safety manager around 1990 and has been a specialist in making sure job sites are set up properly, equipment is maintained in good working order, and workers are continually trained and updated in safety practices and the proper use of equipment.
